Connolly's Qualifications

Strategic Planning--

Connolly has extensive strategic planning experience as a consultant, facilitator and participant in both for profit and non-profit settings. He has facilitated the planning process for boards of directors, committees, task forces and small businesses. Has directed implementation of strategic plans toward outstanding result-achievement.


Strong and Effective Board-Staff Relations--

Connolly has worked with Boards of Directors, staff and leadership to identify and achieve the vision, mission, goals and objectives of associations. Jerry worked directly with the APTA Board of Directors for six years. He has the unique experience of having served on both sides of the association board table having twice been elected to hold national office as a volunteer leader and later interacting with the board in a staff role.


Administrative and Fiscal Excellence--
Connolly managed and grew a successful private small business in a competitive environment. At APTA, managed a $3M government relations division and achieved exceptional policy results; doing so within budget. Heavily and intimately involved in budget development and management of a $26M non-profit association.


Effective Management Style and a Record of Successful Decision-Making--

Connolly has demonstrated ability to recruit and retain talented people; lead a division and a small business and provide direction and delegation as appropriate toward achievement of significant outcomes; i.e., profitability in the private sector and meaningful policy victories in the association sector.


Financial analysis, dues and non-dues revenues, expand offerings to achieve financial growth, produce and market publications--

As a volunteer leader, Jerry chaired the Affinity Member Services committee which expanded and was responsible for over $2M in non-dues revenue. As paid staff, Connolly responded to member needs by initiating various publications, developing “for sale” items and contributing timely articles to existing publications.


Governance, committee, task force structure, function, reporting and accountability--

Jerry has experience with many organizational configurations including 501(c )(3), 501(c )(4), 501(c )(6) , Subchapter S and professional corporations. Connolly has chaired numerous committees and task forces including organizational structure and by-laws studies and has developed and implemented committee purposes and objectives as well as effective processes for structuring the workload and reporting mechanisms to maximize productivity and effective outcomes.


Creation of an effective grassroots network and advocacy program--

Jerry has functioned at the executive management as well as the volunteer leadership level in developing and implementing effective, responsive grassroots structures. He has facilitated the development of policy positions with organizations and committees; has established a 17,000 member grassroots national network and has revamped and revitalized a political action committee including initiating a successful fundraising program. Jerry has personally presented testimony and prepared witnesses to testify before the executive and legislative branches of government.


Medicare Coverage and Reimbursement Expertise--

Connolly has an in depth working knowledge of Medicare law and regulations, payment patterns, the policy development process and enjoys extensive contacts at CMS.


Payer Relations Experience--

Jerry is experienced in working with insurers, managed care organizations, government agencies, local carriers to enhance coverage of and payment for therapy and medical services.


Policy Analysis Skills--

Connolly has over twelve years of experience in analyzing and formulating remedies for reimbursement policy including responsibility for development and implementation of strategic plans for reimbursement.


Clinical Practice Guidelines; Health Professional with a Strong Clinical Background--

Before transitioning to the policy arena, Connolly was a seasoned clinician and practice owner. The financial viability his practice depended upon on reimbursement policies and strategies. As SVP at APTA, Connolly was responsible for development of the Guide to PT Practice, Preferred Practice Patterns in Physical Therapy.


Knowledge/Experience in State and Private Reimbursement Arenas--

Jerry has experienced years of involvement in state and private reimbursement arenas including with legislation, regulation, local medical review policies and private insurers. At APTA, sponsored and coordinated “Insurer Roundtables” to establish dialogue and exchange relevant information with the therapy communities.


Coding Expertise--

Connolly has extensive background and experience in the Current Procedural Terminology (CPT) Coding system, the Resource-Based Relative Value Scale (RBRVS) and in the use of International Classification of Disease – 9th Edition (ICD-9). He has an in depth working knowledge of the process by which codes are developed, valued, adopted and ultimately recognized by payers.

Contacts/Connections at Regulatory Agencies and with Committees of Jurisdiction--

After nine years of active involvement in the Washington health policy community, Connolly is well-established on Capitol Hill, with the Committees of Jurisdiction and at the various applicable regulatory agencies. He also enjoys broad recognition throughout the Washington based health policy stakeholders.


Liaison to Family Physicians--

Jerry currently provides advocacy and analysis services to American Academy of Family Physicians primarily in the areas of Medicare and rural health.


Recognized association management skillset--

Connolly received recognition from the American Society of Association Executives (ASAE) in May 2001 when he received Certification as an Association Executive (CAE). This recognition demonstrates Connolly's expertise in leading and managing non-profit associations using the business skills, service and bottom line mentality he applied to his private business for seventeen years.


State legislation monitoring, advocacy--

Jerry has years of experience in interacting with state legislators, legislatures and governors. He has lobbied, testified and developed political strategy at the state level. He currently tracks state legislative and regulatory developments for the Association for Behavioral Health and Wellness.
